I would improve on the idea by sticking a small float with a tread inside the balloon attached to an anchor lines so that when the balloon is ruptured, we can find the anchor easily. The use of d rings on anchor lines will make it easier to adjust the depth of the mine. As I recall, there was discussion about the use of weather balloons and we called them Bikini Test Mines but it was agreed that it would make RC Naval Combat too horrible to fight. LOL! Skip
