i was looking thru the ircwwc rules and ran across an image of a nagato with casemates and what is described as armor belt 1/8 inch
am i reading that correct you can have thicker material there on that ship if so does it still need to be penetrable or is it impenetrable area?

you are allowed to put a stringer at an armor belt. (read 1/8" non-penetratable)

No. The weather deck is 1/4" thick. The casemate gunwale and armour belt are both 1/8" stringers. Since there are two stringers the weather deck is 1/4" thick instead of the usual 3/8" to keep total deck and stringer thickness to 1/2" total per rules.

To hopefully clarify, I did a "quick & dirty" view of what that part of the hull would look like from the side:
    From top:
1/4 inch at top where subdeck and deck are
1/8 inch stringer at the bottom of the casement deck (think "shelf" outward)
1/8 inch stringer at the step in the armor belt to allow the balsa to adhere
    bottom of windows
