Best warhead design for a torp.

    Would the bes design be;
    a 1/4 ball bearing?
    6mm hollow point?
    springloaded broad head?
    or somethingelse?

    for starters , it would be something that won't harm a person if they are hit by the torp. meaning no broad heads, explosives, etc.
