To be honest it depends on your building skills but for batteling i was told that destroyers are the best for newbies or any time of small ship with only a few cannons. Cargo ships are nice but dont have any cannons unless its in a certain rule set. PT boats i beleive are big gun? not sure on that. Battleships are nice but require some battle experience to opperate accordingly. So if your going to be battleing i sugest a destroy. if your just doing it as a model i sugest going off your builder skill.

Nothing smaller than a Heavy Cruiser for a newbie. Smaller gets more expensive and more finicky and less useful in combat.
PT-boats in 1/144 are almost nonexistent and pretty much pointless beyond a 'look at what I can do' Destroyers are close behind them in that regard.

Dreadnought era battleships, some are good newbie ships, others are a little too cramped.
Battlecruisers can be very good selections.

The answer depends heavily on the ruleset you plan to use and if you have a preference for Axis Allied. In general though, the best ships for newbies are the ones that you can get with superstructure and subdecks already available. For eaxample, the small battle cruisers (Invincible / Von Der Tann) can be bought with superstructure and decks already done - which greatly speeds up construction and increases the odds of you getting on the water. The Larger CAs (Desmoines, Lutzow etc.) are also good choices as they tend to have more spacious hulls, and have a limitted number of systems to worry about.
Avoid freighters etc as your first ship because hey, this hobby is about shooting other ships.
Avoid Detsroyers and small ships because they require just as many systems as a larger CA (throttle, pump, rudder, batteries etc) only you get a fraction of the space to fit everything in.
battleships are fun but tend to be more expensive heavier, and have more guns / batteries to fiddle with.
From a MWCI Perspective my advice to a new captain would be:
    1A) Battle Cruiser
    1B) Heavy Cruiser
    3) BB
    4) Dreadnought
    5) CL

It definately depends on your ruleset, skill, and budget. Maybe it might help if we knew where abouts you were located? Some parts have multiple clubs, some don't and its always easier to play what those around you are playing. ;)
