With the ship that has two rudders, is it better to have them both straight or should they be turned out a little bit? So that when the rudders are over, one is perpendicular to the prop and the other one is say 30°?

Yes, especially for 3 shaft/2 rudders, they turn a good bit better with the aft edges flared out slightly.
