All The rules process for the 2012 battling season is starting this evening. I will try to cross-post the important stuff from our yahoo site again this year. Mikey
All We have kicked off phase 1 of the rules process. Phase 1 will end at noon on Saturday December 3. At that point phase 2 will begin. In this phase, any proposals that got the required second, and third supporters will be voted on by the folks that have battled to Treaty rules at a Treaty event in the last two seasons. Voting will be done via a poll set up on the Treaty yahoo site. Anyone that is not on the yahoo site, will be able to send me their vote directly, and I will print them out and keep them on file. Phase 2 will last until everyone has voted, or until noon on Saturday December 10. (Whichever comes first). At the end of phase 2. Any proposal that gets the required two-thirds support of the voting Treaty captains, will them proceed to phase 3. In this final phase. Any proposals that have made it this far will need to get the support of two of the three founders, in order to pass. Phase three should not last more than a day or two. Thanks. Mikey
Rules process up-date. So far we have the following proposals on the table. Some have second, and third supporters already. #1 Proposal to eliminate the scoring of holes from the rules. Going to phase 2. #2 Proposal to allow all ships 6.5 units and above to have dual sidemounts. Currently has a second, but no third supporter. #2A Counter-proposal to allow class 6 ships and above (excluding aircraft-carriers) over 800 feet long, to have dual sidemounts. Just recently posted. No supporters so far. #3 Proposal to allow positive-displacement pumps. Has more than enough supporters. Going to phase 2. #4 Proposal to re-word the section of the rules pertaining to the rib thicknesses, so as to not confuse new folks as to the surface thickness of ribs, and not the hull thickness. Has more than enough supporters. Going to phase 2. #5 Add some convoy rules. Has supporters, and is advancing to phase 2. #6 Allow H.P. Air as a propellant. 6A Counter-proposal to #6. Has second and third supporters. Advancing to phase 2. 6B Counter-proposal to #6. #7 Proposal to change the muzzle-velocity test in order to increase the max allowed muzzle velocity slightly. Has a second supporter currently. Lots of discussion on just how best to slightly increase the test. #8 Proposal to the man in the water rule to cover captains kneeling at the shoreline while checking rams and such. Has second and third supporter. Advancing to phase 2. #9 Units by guise. To give ships that were refitted units based on standard displacement as per the ships guise. Has second and third supporter. Advancing to phase 2. #10 Re-word pump volume limits to fix a loophole in the battleship pumps. 10A Counter-proposal to 10 to simplify rules. 10B Another counter-proposal to simplify pump rules. Has second and third supporter. Advancing to phase 2. #11 All ships with a beam of 73' or greater be allowed sidemounts (excluding aircraft-carriers). Has a second supporter. 11A Counter-proposal to #11 but requiring at least 11" main guns instead of a minimum beam. Recent counter-proposal. No supporters so far. Lots of discussions all around. Some of the proposals are pretty cut and dry. Others perhaps not so much. Proposal 1 Eliminate the part in the rules about counting damage. We have never up to this point counted damage on the ships after the battles. We just count sink points, and penalties, such as rams. If there are no sinks, or penalties, then the battle is a draw. Proposal 2 6.5 unit and above capitalships get dual sidemounts. Currently we have a list of ships that get dual sidemounts in the same turret. All ships with duals have at least 7 units, or gets the duals due to the layout of the main turrets. Yamato, Montana, Soyus, Richelieu, Nelson, Vanguard, Iowa, currently get duals. If the proposal passes, then Tirpitz, Roma, Lion (British battleship), and perhaps a couple others would get duals. Proposal 3 Allow positive displacement pumps. As we limit the volume of our pumps, it seems possible that allowing positive displacement pumps might make the pumps more reliable, especially when it comes to priming. So the proposal is to allow both centrifical, and positive displacement pumps such as gear, and piston pumps. Proposal 4 Reword rib/stringer for clarification. The idea is to re-word the rule about rib/stringer thickness so that newer folks better understand how thick ribs can be on the surface of the hull, and not mistake this for hull thickness. Proposal 5 Add convoy rules. Some of the folks have come up with some rules for adding convoy to our game. Although we have been tinkering with adding convoy ships and such, we have never put it in the rules package. Proposal 6A Allow the use of high pressure air (HPA) as anothe propellant. Some folks are wanting to try using the HPA in addition to CO2. Proposal 8 Add captains kneeling at the shoreline to the man in the water rule. Currently, we have the typical man in the water rule where all ships and battling must stop while a man is in the water. But we often have captains kneeling at the water's edge to check rams, or remove a boat from the water. And this would also require the ships and battling to stop for safetly reasons. Proposal 9 Allocate ship units based on the guise of the ship as modeled. Currently ships are allocated units based on as-built standard tonnage. This proposal would allow unit allocation based on the as-modeled standard tonnage of the ships. So ships that were re-fitted and had additional tonnage added will in some cases get a slight increase in units. Generally a half-unit. But in some cases, perhaps a full unit increase. Proposal 10B Simplify pump rules. Currently our pump rules are somewhat confusing to read. And there is a pump volume chart that was added last year. The proposal is to re-word the rules so that they are easier to understand. Proposal 11 Ships class 1-3 with a beam of 73' or more can have sidemount cannons. Currently we have a rule in our R+ D section allowing pre-dreadnaughts with a beam of 73' or more to have sidemounts. This proposal would allow ships in class 1-3 with the same beam to carry sidemounts as well. It appears that this would allow some really wide armored cruisers from WW1, and monitors to have sidemounts as well. Mikey
