Western Warship Combat is the biggest big gun group I'm aware of--though I'm sure there are others on this forum--and they fire a combination of guns with different calibers depending on ship class. Best way to determine which club you're going to go for (if any at this point) is to determine where the closest club is by visiting each respective website and determining which rule set will best work with your budget and preferred gameplay style.
Well, the forum here is a big mix of folk from around the world, so there are a lot of rulesets being followed. In your case though, assuming you intend to battle locally with the Washington Cascade Column, we follow the IRCWCC rules.
There are also Washington Treaty rules (usually just called Treaty rules) and Battlestations! rules. Battlestations! is in 1/96 scale, the other formats here are 1/144 scale. Rules for Treaty and Battlestations can be found in their respective groups boards on this website. Carl
