Destroyers are a pain due to their small size and limited displacements, ergo the biggest one you can find is probably the easiest.

I'm a fast gunner. We don't have torpedo ships. Kotori is I think an expert in these matters but I believe that in the club where he battled the most feared torpedo vessels were light cruisers. They are fast and can carry a very healthy number of barrels.

The best cruiser is highly dependent on what ships you expect to be facing as opponents. Against larger opponents like WWII battleships, a big tough cruiser with good seakeeping and high survivability is important, since those ships often range far out to sea. For smaller opponents like WWI dreadnoughts, or for hunting transports or other cruisers, a smaller, more agile cruiser will perform better. What club are you closest to? Hopefully members from those club will point you in the right direction.
