All The rules process for the 2011 battling season starts at 9pm this evening. In order to make sure that nobody gets left out of the rules process, we would ask that everyone that has battled at a Treaty event (to Treaty rules) in the 2009-2010 battling seasons check in, and let us know that you are monitoring the process. If you anticipate not being able to keep an eye on the process in the next two weeks, then make sure you let us know, so that we can do what we can to keep you in the loop via phones, or smoke signals. All We will kick off phase 1 of the rules process at 9pm this evening. Phase 1 will end at noon on Sunday December 5. At that point phase 2 will begin. In this phase, any proposals that got the required second, and third supporters will be voted on by the folks that have battled to Treaty rules in the last two seasons. Voting will be done via a poll set up on the Treaty yahoo site. Anyone that is not on the yahoo site, will be able to send me their vote directly, and I will print them out and keep them on file. Phase 2 will last until everyone has voted, or until noon on Saturday December 11. (whichever comes first). At the end of phase 2. Any proposal that gets the required two-thirds support of the voting Treaty captains, will them proceed to phase 3. In this final phase. Any proposals that have made it this far will need to get the support of two of the three founders, in order to pass. Phase three should not last more than a day or two. Thanks. Mikey
Up-date. At this point we have one proposal with enough support to advance to phase 2. It would increase the maximum warship speed from 38 knots, to 40 knots. There are some other clerical proposals for re-wording some of the stuff that seems to conflict, or was integrated from one of the other rule sets. Mikey

Add class 3 carriers to the long cruiser rudder area rule. Have the rules process on even calender years only. There are two proposals for making the casements impenetrable. Use as-modeled (re-built) tonnage to determine the units. It looks like the following proposals have a second. Scoring (remove the points table). As we have not been scoring damage points. Remove requirement for un-powered shafts. There are also quite a few admin type proposals cleaning up conflicts and changing the wording within the rules. Mikey
The following proposals have advanced to phase 2. Increase max warship speed to 40 knots. The current maximum warship speed is 38 knots. This would give a slight increase in speed to very few light cruisers, and some destroyers that achieved speeds in excess of 38 knots. Gun control (add timing circuit wording). We have had one ship on the water in the past that had a timing circuit installed on one of the cannons. The circuit allowed the skipper to hold down the stick, and the cannon was able to continue firing single-shots within the rate-of-fire rule. Add class 3 carriers to the long cruiser rudder area rule. We currently allow single rudder cruisers over 630 feet in length an additional 50% rudder area. This would add the light aircraft-carriers (most of them built on cruiser hulls) over 630 feet in length to the current rule. Have the rules process on even calender years only. We currently hold our rules process every year. This would mean that we would have the rules process every other year. Proposal for making the casements impenetrable. We have discussing making the casements hard for the last few years, due to some folks avoiding building some of the ships that have casements. Making the casements hard would give folks a wider selection of ships to choose from, and at the same time, make the building, and maintanance of these ships easier. Use as-modeled (re-built) tonnage to determine the units. We currently use a ship's as-built standard tonnage to allot units. But the ship's speed is based on the as-modeled configuration. So some ships that were modernized, and lost some of their speed during the conversion, have to run at the lesser speed. This proposal would allow ships that were modernized, and may move into the next unit class bracket to get the increased units, but they would also possibly have a decrease in their maximum speed. There is a proposal to clean up our current rule on cannon units, which is somewhat hard to follow. There are also quite a few admin type proposals cleaning up conflicts and changing the wording within the rules. The members are currently deciding if they want to vote on them, or send them on to phase 3. The polls will remain open till next weekend, or until everyone has had a chance to vote. All The founders have approved all of the admin proposals. I have listed them below. Frequency control. Muzzle velocity. Class 8 clean up. Legal ships table. Unit table (admin). Club members. Safety pressure release. Drop test. Displacement reference. Mark's class 8 reference. We are still looking for the ruling on the aircraft-carrier sponsons, that I misplaced a couple of years ago. Hopefully, we will find it in time to have it added into our rules package. Mikey

Hi Mikey, That new rudder rule for light carriers applies only to those that are single ruddered, right? It would be nice to get another 50% area for Ibuki but she's twin ruddered. :>) Bob
Bob Yes. We already allow the extra rudder area for the single rudder cruisers over 630 feet long. The light aircraft-carriers were overlooked when we wrote the original rule for the cruisers. Mikey
