Showing my ignorance here. If I take this PDF to Staples\Kinkos and ask them to print full size I will end up with a correct size plan?

Correct - print at full size - make sure they don't click that scale to paper size box.

Hey there, a local rookie is building this and we had some questions. The ribs stop at the subdeck, is that the casement deck? If so wouldnt the subdeck in its position be illegal?

Not in Treaty, but possibly in your rule set. As a minimum you need a stringer where the sub-deck is or you can't build the casements inboard of the hull.
