A bunch of old Soviet navy submarines and small ships have been left to rust on the beach in Russia, have been for years.

Isn't there a WW1 British monitor sitting on a reef near Australia? I seem to recall seeing pics of it all rusted out, half exposed at low tide....

That is Cerberus. Much older than WW1. Circa 1868.

    Cerberus actually predates the RAN.
She was actually the HMVS Cerberus, and part of the state of Victoria's navy.

My entry would have to be this vessel: The USS Williamsburg. Still afloat in Spezia, Italy, Williamsburg began life as a U.S. Navy gunboat, then relieved the USS Potomac as the official US presidential yacht. She proudly served both Harry Truman and Dwight D. Eisenhower, but unlike the USS Potomac, which has been completely restored and now sails the San Francisco Bay, the Williamsburg is rotting away in a foreign port. It's the last, unrestored presidential yacht still afloat, and in my opinion, it's a national disgrace.
