Phil, you really need to watch your copyright on that one. Not all plans are in the public domain. Sometimes people have gone to great lengths researching the ships and taking measurements and drawing up the plans, and they rightfully deserve to be compensated
You also don't need to build an entire pond to attract people. At the end of April, Stephen and I went to the RCX RC hobby show in Long Beach. Between the fire at the strip mall and suddenly moving, we had nothing prepared to sell, and had a very basic booth. We had a 10x10 booth with two tables. We had three ships that we borrowed from the SCRAP club members, several hulls, a laptop with an external monitor, and a ton of postcards. We played a five minute video from MWCI that's an intro to the hobby on a loop, explained the ships to people, and handed out the postcards which had an address label with the local club information. We also told everyone that there was a battle the next weekend. We figured we handed out a few hundred post cards, given the number of address labels we used. Just based on that, several extra people showed up to the battle that Saturday. You might look for local RC and modeling events and ask about free or cheap club booth space, and see how many you can recruit that way.
