On a ship's plan, when you are looking at the hulls lines these represent the outside shape of the hull, correct? If i turn these lines into ribs for a ship do I need to subtract, or reduce their size to accommodate the thickness of the skinning material? Is this already accounted for in 1/144 plans? Or does the addition thickness still fall within most rule set's scale tolerances?

Generally will fall within tolerances. In fastgun, sheeting is 1/32" balsa so doubling that (1/16") stays within the 1/8" variance allowed in the rules.
