Yup, they were designed to engage in combat, so they count. Transport carriers generally had the planes, but no ammo aboard for 'em. So a quick way to ID combat carriers vs transports was if they had bomb storage.
In WW1 the Royal Navy towed barges behind destroyers which carried one plane. They were intended as an anti-Zeppelin measure.
