Glad to see this topic moving again.
My guess would be that it was someone from the land of the rising sun.

Actually there is an earlier one than 1903.

    A. Stephanov. Russian design proposed in the 1880's. 8 centerline barbette guns IIRC. Away from my reference books at the moment.

Its in McLaughlin's Russian and Soviet Battleships and Breyers Soviet Warships 1918-1937. I am in New Orleans until friday and the books are at home in Baton Rouge. I can give you a more exact citation then. I am not sure I am spelling it correctly.

As far as the 1903 proposal, was it Vittorio Cuniberti who wrote it?

The ship I am thinking of is widely regarded as the worst battleship ever built. It was so overweight upon completion that its entire armor belt was underwater. Its only wartime action was to sail around 3/4 of the globe, and then explode from a shell penetrating its magazine before it could contribute anything significant to the battle. This ship easily ranks among the top five ugliest battleships ever built, even though its predecessor was one of the prettiest ships of its time. What ship am I thinking of?

I don't think the Tsesarevich was all that much of a looker. That being said the Borodinos were not that ugly. The French had many more homely designs.

I spent a month CAD-modeling the Borodino. Comparing it to the fine curves of Tsesarevich, the Borodino is positively sinful. I bet she'd be great in Fast Gun, though, with all those casemates, tertiary guns, and extra decks poking out every which-way. Lots of extra impenetrable area

I was laid down ,launched, but never completed.
I was designed to carry eight 15" guns in four twin turrets.
I had four shafts and two inline rudders.
My guns were eventually used in small, ugly vessels.
I was sold, and eventually broken up, having never seen open waters.
    Who am I?
