It's really not even an issue. It's something else to break with limited usefulness. Time spent on that system would be better spent on offensive systems.

I will have to ask my opponents to kindly not empty their guns into me then, in order to avoid changing their waterline Actually, I found a rule that effectively bans the system... your actual waterline must be within 1/8" of the marked waterline. Almost any tilt would change the waterline more than that (even a modest 5 degree tilt!). So while the system isn't technically illegal, the result of using the system is. While the ship's waterline changes with damage, that implies that a waterline deviation without damage results in an unseaworthy sink, and following, that because the list is ordered by the captain... it's a declared sink, worth double bonus dollars
I think if it can be done within the set up of the current rules then i say do it. For my money, how many people would really employ a weight shift system? Second thing is that like all systems it is subject to breaking down when you most need it. Then of course can the boat support it and how much weight?

Tug and Spec you are saying that at anytime your ship tilts in a turn, and is no longer within 1/8 inch of the waterline, your trying to tell me that your ship is now illegal. Really now you all are trying to come up with anything now to justify your reasoning. Just post a rule change next year to clear the issue up, end of story. But I have to agree with yamatoman that its really a non-issue anyways, since I have never seen or heard of anyone doing it. And like I have said, I have no plans myself to do it, its just somthing that could be done as the rules are written now very easily.
If you see something that looks against the rules, you are sposed to challange it. It does not do anyone any good to whine about it after the fact.
If you were talking hypothetically, I apologize for misreading your intent. That message is where I got my impression that you wanted to use active ballast. Your point about heeling over in turns is valid though, especially for cruisers. But no new rules. I'm tired of the silly season rulemaking drama on the mailing list, anyway. That's why I asked Brian to remove me from the members list in the first place. God only knows what new members think when they read that stuff...
