Fast Gun format & Treaty Format cannon mounts.

Another quick question to verify my plans for initial cannon placement.

I'm building a cruiser so I know it's fore and aft weapons only, no sidemounts, but I want to make sure I'm reading the rules on elevation/declination properly.

You can't have ANY cannon elevated above 0 degrees (horizontal), and I read that sidemounts are restricted to a maximum of 15 degrees down angle. Does the max 15 degrees down angle apply to ALL cannon or just sidemounts? For example, may I mount my bow and stern cannon with any down angle I want, regardless of how silly that might be?
    Thanks!

I think the 15 degrees down angle thing is treaty only. IIRC, IRCWCC allows 20 degrees down, but someone else would have to confirm that.

There really is no rule for fore and aft guns:

Ships in Class 4 through 7 may have side firing cannons. Side firing cannons are those which are set to fire within a side quadrant (i.e., to shoot at an angle greater than 15 degrees measured from the ship’s longitudinal centerline). Such cannons may cover either or both of a ship’s side quadrants. However, unless otherwise provided in section 11.b or 11.c, below, only one (1) side firing cannon may be used per side.
However, I am not sure how you could get fore and aft guns at any angle as great as minus 15 degree down. The rule was put in place to kill off the fish killer side guns where the turret was actually in the air to get the gun that low. The more important rule is the positive angle since it impacts safety. 10 degrees in the IRC.
