Look at build threads here. This will give you an idea of what all the components are. What different building techniques work well. Ect. You can learn plenty by reading build threads. Also look at the different rule sets and decide if you like one over another. This will give you loads more questions. We will be here.

The major components are a hull, deck, cannons, hardware, pump, CO2 tank. There are other things you will need to buy from other sources, like a radio and batteries. However I highly recommend reading through the site and spend lots of time looking at build threads before you buy anything. This site has lots of info. You can look through build threads to see how ships are built.

Sampson (I assume you mean the destroyer) is not recommended as a first ship. Destroyers are small, and it is very difficult to fit all the hardware inside. You will want a ship that is a class 3 and up, meaning larger cruisers like the Northampton or Cleveland. Ship costs are highly variable. Usually a ship like a cruiser will cost $650 USD, but you have to buy a radio and batteries, which can pump the price up to $850 or so.
